Tory MP proposes bill to tackle gang recruitment

A Tory backbencher is pushing parliamentarians to support his bid to crack down on predatory gangs that recruit children.

The Conservative government backs Parm Gill's private member's bill that would make it a criminal offense to recruit people into gangs, punishable by a maximum of five years in jail.

It also carries a mandatory minimum penalty of six months if the person recruited is a minor.

Bill C-394 has the cautious support of New Democrats despite the inclusion of mandatory minimums.

But Liberal MP Sean Casey warned tossing people in jail could backfire because it can be a breeding ground for gang recruitment.
