OTTAWA - The Prime Minister's Office said the exclusion of opposition MPs from a delegation that left Thursday for Kiev was because neither party seems ready for high-level diplomatic work.

Foreign Affairs Minister John Baird departed Thursday with a group including other Tory MPs, a Conservative senator and members of the Ukrainian-Canadian community.

Commenting on his party's exclusion from the trip, NDP Leader Tom Mulcair said only that he wished the delegation the best and hopes they can "play a positive role."
