TORONTO -- Maybe it is the calm before the storm.

Mayor Rob Ford made a quiet return to city council Monday.

Ford attended his first council meeting since returning from rehab last week but rarely spoke and showed no signs of his sometimes bombastic council appearances. A more vocal Ford could turn up as council digs into the agenda on Tuesday with several items he may swing at including Waterfront Toronto, Pan Am Games spending and whether or not to reappoint Toronto Ombudsman Fiona Crean.

A small group of Ford supporters — some who confirmed they are volunteers on his election campaign team — were in the council chamber wearing T-shirts that read: “Ford More Years.”
