Kevyn Lex Menard, 24, was arrested about 3 p.m. Thursday after police issued an Amber Alert. Menard is alleged to have taken his son, whom he doesn’t have access to, from a local barbecue and fleeing on foot. He was arrested a short time later after a flood of tips from the public.

OTTAWA „Ÿ Three frantic hours after police, who issued a rare Amber Alert, say a toddler was abducted by his father from a barbecue, the two-year-old was "safe and sound" and a man already known to police in handcuffs.

Kevyn Lex Menard, 24, was arrested about 3 p.m. Thursday and the little boy was soon returned to his family.

In between, detectives "packed" an incident room. Investigators looked up associates and worked their sources while patrol officers checked locations as tips came in from the public.

"The quicker you're able to get the resources in and the information in and out, the more likely it is to have a positive outcome," Ottawa police spokesman Const. Chuck Benoit said.

The hunt began at noon with a report that the little boy had been taken from the outdoor event by his father, who did not have access. He's alleged to have grabbed the boy before fleeing on foot.

Police issued an alert asking anyone who spotted the pair to call 911, but didnft initially have everything needed to issue an Amber Alert, which requires evidence a child could be in danger.

Ottawa police investigators quickly got images showing a man in a red baseball cap walking hand-in-hand with a toddler and identified them as the pair.

"That helps out a lot „Ÿ confirmed location and confirmed people we're looking for," Benoit said. "They knew which station he was at and where he was walking to. That gave them at least a lead into where to look and from that information it led to something else and so on and progressed into an arrest."

Police, believing the child's safety could be in jeopardy, issued an Amber Alert but reported he'd been found less than 30 minutes later.

Charges are pending against Menard, who turns 25 on Friday and has had a series of brushes with the law.
