Pan Am Games venues are coming in under budget but not quite on time.

A quarterly fiscal update provided by TO2015 Friday noted that many of the venues will cost less than projected — in the case of the University of Toronto aquatics centre and field house by almost $44 million.

The organizers acknowledged that six venues, including Hamilton Stadium, didn’t meet completion targets but are expected to be finished well before the Games.

The tough winter weather was blamed for the delay.

“In the coming weeks we will reach substantial completion on a number of our new venues,” TO2015 Chief Executive Officer Saäd Rafi said.

PC MPP Todd Smith said the provincial government has never provided a line-by-line budget for the Games so it’s been easy to move the fiscal goalposts.

“Anybody can be on time and on budget when you’re continuing to move the budget targets,” Smith said.
