WINNIPEG -- Thousands of drivers may be eligible for refunds after being issued photo radar tickets with the wrong citation.

Winnipeg police said on Wednesday an administrative error led to 2,574 tickets being issued to speeders in a construction zone with the wrong charge listed.

Police spokeswoman Det.-Sgt. Natalie Aitken said the face value of the tickets being refunded is about $1 million, although it is not clear how many drivers have already paid, partially paid or have not paid the fine, nor have the court fees and administrative costs associated with the refunds been calculated yet. "We are refunding them, and that is something we chose to do based on transparency, that is something we chose to do in fairness."

The tickets were speeding citations issued between June 27 and July 1. The tickets should have read they were for speeding in a designated construction zone.
