Toronto is giving $100 pre-paid Visa cards to people who agree to pretend they're homeless when Toronto conducts its needs assessment of those without shelter.
In an e-mail sent out last week to different social agencies and individuals, city employee Monica Waldman said they are looking for "tons" of people to sign up to be "decoys" on April 15, the night scheduled for the city's second homeless head count.
Michael Shapcott of the Wellesley Institute said while it's not unusual for decoys to be used in a head count, the hundreds of thousands of dollars the city spends on the assessment could be better utilized on social agencies.

I think Toronto has a larger need for the money being spent on propiganda.Yes we know we have homeless,yes we know we have poverty and yes we know our government officials have bad judgement.How about talking to real homeless people?how about using the money to shelter them,feed them,educate those who can be gees i just don't get why the officials in play couldn't find a better way to spend so much money.After all so little needs done.Sarcasm got to love it.

Well, Brucey, "numbers" is not a subject in high school or university and on their own are not inherently complex. A number is SIMPLY a number.

I hope the city of Toronto has decided to participate in the Earth Hour, maybe they can try to re-coupe some of the "homeless" fees.
