Former city councillor surrenders in standoff

TORONTO -- A bizarre standoff at an auto shop just east of the city has ended peacefully after almost 28 hours.

Police confirmed the suspect surrendered and was taken into custody around 5 a.m. Wednesday.

The former mayor of Oshawa, Ont., John Gray confirmed to QMI Agency that former city councillor Robert Lutczyk was the person police had surrounded since 1:47 a.m. Tuesday inside an auto repair business.

Lutczyk is suspected of kidnapping Oshawa's city solicitor David Potts at gunpoint late Monday.

Potts was kidnapped outside his home and driven around until he managed to escape unharmed.

Citing police as his source, Gray had also said Lutczyk was believed to be armed and that police outside the building were "trying to convince him not to blow his head off."
