Cop's behaviour a 'humiliation' to Ottawa force: tribunal

OTTAWA – A veteran Ottawa cop whose conduct was described as “extremely unprofessional” and a “humiliation” to the force will not lose his job after pleading guilty to 23 charges under the Police Services Act.

Const. Keith Heaton was sentenced Thursday to a one-year demotion and extensive re-training for charges relating to unnecessary force, abusing authority, pepper-spraying a woman, and conducting police database checks on colleagues, relatives and himself.

He is demoted to third-class constable for six moths, then second-class constable for six months, before returning to first-class constable, pending successful training.
