MONTREAL — Quebec Premier Pauline Marois has severely scaled back her predecessor's tuition hikes but that's not enough for some students, 45 of whom were arrested during another rally in Montreal.

It's the third demonstration in three weeks against Marios's proposal to couple tuition increases with inflation rates.

Several-dozen people gathered at a downtown park at 8 p.m. Tuesday and police immediately declared the march illegal because organizers had refused to provide a route.

Police also warned protesters that they wouldn't be allowed to march on streets clogged by a heavy snowfall.

Demonstrators disobeyed the order and were surrounded and arrested. Several participants were charged with assault after they allegedly fired snowballs at officers.

Months of student protests last year morphed into large-scale social unrest that led to bridge and building blockades and several riots.

The crisis ultimately resulted in Premier Jean Charest and his Liberals being booted from office in September.
