WINNIPEG — While government bodies argue about freedoms allotted to bus beheader Vince Li, the town of Selkirk, Man. falls in the centre of it all, with a mayor whose hands are tied and residents who fear for their safety.

Larry Johannson, mayor of the town where Li has spent the last five years of his life at the Selkirk Mental Health Centre, says the decision to give Li unsupervised passes into the town is out of his control.

“There is federal and provincial regulations in place as how they treat patients like Mr. Li and we just have to have confidence that they are doing the right thing,” he said. “This is a mental illness ... so we just have to hope with the right care, professional help and the right medication that he would get on the path to wellness.”
