Despite tens of millions of dollars being pumped every year into the Attawapiskat reserve in northern Ontario by Ottawa, the provincial government and the nearby DeBeers diamond mine, residents of the remote First Nation have twice in the past week set up roadblocks on the ice road into the mine demanding more money.

But is money the answer? What can be done on reserves across the country to improve living conditions and improve the handling of taxpayer money?
